About the opportunity
Support the EITI International Secretariat in designing and implementing a data warehouse approach for Guinea's extractive-sector disclosure. Assess the existing Fusion and Govin platforms, identify technical and governance gaps, and draw on lessons from Mauritania. Develop a country-specific roadmap, architecture, technical specifications and long-term capacity plan. Support upgrades, integration, testing, data-upload procedures, workshops, training and regional knowledge sharing. The assignment comprises 100 non-consecutive consultancy days, starting 1 November 2026. The first segment is due 31 January 2027 and the second 30 June 2027. Effort: inception 5 days, scoping 25, design/implementation 60, knowledge sharing 10. The timeline will be reviewed at contract signing. Firms or individual consultants may apply. Submit an English technical proposal of no more than 10 pages, including experience, methodology/work plan, key experts and conflict-of-interest declaration/mitigation. Keep financial information out of this proposal. Submit a separate password-protected financial PDF in USD, stating an all-inclusive lump sum, proposed days and daily rate. Do not send its password with the initial proposal; EITI requests it after technical evaluation. Qualifications
Required: EITI/systematic disclosure familiarity; open data knowledge; platform evaluation; clear actionable scoping recommendations; excellent writing and communication; fluency in English and French; data architecture or engineering, database design, API integration and government interoperability; government digital transformation experience, particularly in developing contexts. Desirable: digital governance projects and extractive-sector data portal design or evaluation. Minimum degree, years of experience and work authorization conditions are not stated.
